Business Overview
Terra Verde is a pioneering waste recycling facility, producing clean fill and construction-grade road bases for unrestricted reuse in residential dwellings and land development applications. Our commitment to sustainable practices is evident in our recovery of recycled products from low-risk waste material, complying with the Department of Water and Environmental Regulation‘s guideline criteria.
SITE DESCRIPTION
Overview:
Terra Verde is situated on a 2.4-hectare site with a hard stand surface and security fencing. The site entrance, asphalted with a 200m laneway, ensures safe turn-off from Flynn Dr. Environmental management plans approved by the DWER govern our site activities, including dust and noise management, sample analysis, and drainage, ensuring compliance with regulatory guidelines.
Tip-Off Bay:
Waste material is off-loaded onto a 24m x 20m concrete floor inside a fully enclosed dome shelter. Our tip-off bay features PVC curtains and a fine-mist spray system for dust and noise suppression, creating a controlled and environmentally friendly tipping environment.
Site Design:
Terra Verde's site structures and layout are designed to facilitate quick and efficient material delivery and recycled product loading, minimizing the risk of heavy vehicle damage while on-site, particularly tire damage.
STATE WASTE STRATEGY
The Western Australian Waste Strategy is the blueprint for the way in which waste issues are managed in this State.
In June 2014 the Minister for Environment announced a 5-year schedule of landfill increases rising to $105/m3 for inert waste by 2018, from the current rate of $75.
The levy increase was designed to divert waste from landfill, however an increase in unlicensed and non-compliant recycling activity has also occured.

Construction companies and land developers should ensure that cartage operators and recyclers’ engaged to manage waste streams can also demonstrate a like commitment to Sustainability.
DIVERSION FROM LANDFILL V’s SEPARATION
Terra Verde’s facility is designed to recover materials from inert waste for unrestricted end-use, hence diverting waste from landfills.
There are several recycling operations in the metropolitan area that consider separation and transfer to downstream recyclers to be sufficient. There are significant risks with this approach including:
- Further beneficiation is unaccountable and may never occur, hence recycling recovery rates could be overstated.
- In some cases non-compliant material is transported from waste separation site to private land for final storage which could result in land contamination requiring further investigation and audit, or requirement for landfill license and payment of levy.
Construction companies and land developers should ensure waste material is delivered to appropriately licensed and compliant recycling businesses, with transparent and documented operations that result in re-useable end product and diversion of waste from landfill.

Acceptance of Materials:
Terra Verde welcomes mixed, unsorted material directly from construction sites or virgin material from land or site clearing. Our facility is designed to divert over 80% of waste from landfill, a testament to our dedication to responsible waste management.
Site Compliance:
Our site waste classifications and product supply adhere to DWER Guidelines for Managing Asbestos at Construction and Demolition Waste Recycling Facilities (December 2012). Terra Verde operates within the framework of an EPA (1986) License No. L9406/2043/1, License expiring August 2043, covering crushing of building material (Category 13) and solid waste depot (Category 62) activities.
